Who to Call When a Rental Needs a Plumber

Queensland's residential tenancy law sorts every rental repair into two boxes: emergency and routine. Whatever the law leaves off its emergency list is routine by default.

The emergency list covers the plumbing and gas faults that cannot wait:

  • a burst water service, or one leaking badly
  • a blocked or broken loo
  • gas escaping on the property
  • a supply of water or gas that fails
  • serious flooding
  • a failed essential appliance, such as the cooker or the hot water unit

Work needed to lift a place to minimum housing standards counts as emergency repairs as well. So does any fault likely to injure someone or leave the place unsafe.

Routine repairs follow a quieter path. The tenant reports the fault to the manager or owner, and the law then requires the repair within a reasonable time. A dripping spout or a slow drain sits in this box.

The lease also names a nominated repairer and their number, and says who the tenant contacts first in an emergency: the manager or owner, or that repairer. Reporting by phone is enough, with a short text afterwards as good practice. Plumbing work on a rental is licensed work in almost every case, so the person who attends holds a licence.

What Makes a Rental Water Efficient

A Queensland rental counts as water efficient when its internal cold taps, single mixers and showerheads each run at 9 litres a minute or less. The toilets have to be dual flush too. This test matters because it is one of the conditions for billing a tenant for the full water account.

The toilet figures are just as specific:

  • a full flush of 6.5 litres or less
  • a half flush of 3.5 litres or less
  • an average of no more than 4 litres, worked out over five flushes: one full, four half

Not every tap has to meet the limit. Cold taps at the basin, the kitchen sink and the laundry tub count, single mixers included. Bath taps, outdoor garden taps and those serving a washing machine or dishwasher are exempt.

When the Check Finds a Fixture Over the Limit

Our water efficiency check works through the home fixture by fixture. We compare each indoor cold tap, mixer, showerhead and loo with the rental limits and note anything that falls short. Each fixture carries a national water rating label showing its stars and its flow figure, which we read on the spot.

The fix depends on the fixture:

  • A tap over the limit needs a licensed plumber to swap, and our tap replacement page covers the choices.
  • A toilet over the limit needs a licence too, and toilet installation runs through the suites that pass.
  • Swapping a shower head needs no licence, as long as the replacement meets the standard.

Queensland's tenancy authority suggests 3 stars or higher on fixtures made from 2005 onwards, as guidance rather than a legal limit. The check itself promises no paperwork: no certificate, no report, no sign-off, just the findings and the options. If a hidden leak is driving the usage instead, our leak detection work finds it.

When a Tenant Need Not Pay a Water Bill

Four conditions apply together before a tenant can be billed for all the water:

  • the place has its own meter, or the water comes by tanker
  • it clears the water efficiency test above
  • the lease states the tenant pays
  • the manager or owner hands the tenant a copy of the account inside 4 weeks of getting it

Miss that 4 week deadline and the tenant does not have to pay that account. A tenant who gets the account in time then has 4 weeks of their own to pay it.

Only some items can go to the tenant. The State bulk water charge, and the usage charges, can be passed across once every condition is met. Sewerage usage, plus the fixed access charges, remain the owner's or manager's to pay.

If the rental fails the efficiency test, the owner or manager pays an amount the Act calls reasonable. The tenant only pays the excess above it, where the place has its own meter and the lease states the tenant pays. The Act leaves reasonable undefined, so the parties record it as a special lease term.

Rentals Around the Headland

At the last census, Woody Point counted 730 flats and apartments against 1,172 separate houses, with another 250 townhouses between them. That mix means a tenanted unit near the Woody Point Memorial Hall and a rented cottage up the ridge bring different problems to the same booking.

Units add one thing houses mostly do not: access runs through the tenant, who controls the home day to day. We settle the time and the way in with the tenant via the manager or owner before we attend, so nobody waits on a doorstep.

Older flats also carry older fixtures. A single-flush cistern or a worn mixer from decades back is often what tips a water efficiency check, and gas work in tenanted homes finishes with the paperwork on our gas compliance certificates page.

Rental Plumbing Questions From the Headland

Call (07) 3523 7172

Which plumbing faults count as emergency repairs in a Queensland rental?

A set list. Gas escaping, a failed water or gas supply, a blocked or broken loo, a burst water service or one leaking badly, and serious flooding all count. So does a failed essential appliance, such as the cooker or the hot water unit, and work needed for minimum housing standards; anything unlisted is routine.

Can a tenant call their own plumber for an emergency?

Yes, but only if the contact named in the lease for emergencies stays unreachable. Either side, tenant or manager, may then bring in a properly qualified tradesperson, capped at 4 weeks' rent. The lease names that contact and their number, so try them first.

What flush volumes must a rental toilet meet?

Dual flush, using 6.5 litres or less on a full flush, 3.5 litres or less on a half flush, and an average of no more than 4 litres. Those figures form part of the same test that decides whether a tenant can be billed for all the water used.

When must an owner give a tenant the water bill?

Within 4 weeks of the account arriving from Unitywater. Miss that deadline and the tenant does not have to pay that account. A tenant who gets the account in time then has 4 weeks of their own to pay it.

What if a rental in Woody Point is not water efficient?

The owner or manager pays an amount the Act calls reasonable, and the tenant only pays the excess above it. That split applies where the place has its own meter and the lease states the tenant pays. The Act leaves reasonable undefined, so the parties record it as a special lease term.
